Anthony (Tony) Paul
Tony is a Trinidad and Tobago (T&T) national with 45 years of experience in technical and commercial roles in operations, management and leadership across the oil and natural gas value chains. He has worked with Governments, State and Multinational companies in dozens of countries in Latin America, the Caribbean, Africa, the Middle East and Central and Southern Asia.
As Director of Geology and Geophysics in the Government of T&T, he was responsible for attracting investors, conducting licensing rounds, negotiating contracts and overseeing exploration activities. For the T&T NOC, he set up and managed its Geophysics Department. With Amoco and BP, Tony’s management roles covered exploration, appraisal, field development, production operations and maintenance and digital business and supply-chain strategies.
Tony’s current focus is on assisting investors and developing countries in maximizing local benefits from extractives resources. He was lead author and/or advisor for local content strategies and policies for BP T&T; Governments of T&T (2003-2004), Ghana (Upstream, 2010 & Downstream, 2015), Kenya (2018-19), Guyana (2016-2021), Mozambique (2020-2022); Nigeria (DPR & Governor of Delta State), Angola, Uganda, Tanzania and Lebanon.
He combines his uniquely deep and rich practical knowledge and skills with empathetic stakeholder engagement and the petroleum industry’s project and risk management approaches to design and support the implementation of fair and pragmatic, yet robust, regulatory and administrative frameworks, systems, tools and procedures, that are customized to a country’s specific circumstances.
He holds a BSc in Geology from Imperial College and an MS in Geophysics from the University of Houston.
