- Support local industries to comply with international standards through collaboration with international companies.

Create a partnership
- International companies – describe the standards and accreditation they require for sub contractors; provide a named person to guide and evaluate efforts by local industries.
- Chamber of Commerce – registers local businesses for participation; consults with international companies to gather information and knowledge to share with participants; evaluates and registers organisations that offer advice and guidance to local businesses.
- Government – provides financing for local businesses to obtain consultancy advice and support in achieving accreditation.

Job creation
- Encourage hiring of local workers by offering tax breaks and incentives.
- Develop vocational training programs linked to industry needs.
- Establish partnerships between businesses and educational institutions for hands-on learning opportunities.
Create an employment nexus
- International companies and local supply chain businesses – provide updated lists of jobs that are current and needed in the next 12 months; provide a scheme whereby qualified people can gain agreed work experience before applying for jobs.
- Colleges, Universities and private training providers – create programmes that provide employability training, sector-specific English language courses.
- Chambers of Commerce and Trade Unions – agree with international companies and local supply chain businesses the type and range of work experience available, the remuneration for the work experience and the length of the work experience; interview and select applicants for the work experience scheme; provide safeguarding monitoring.
- Government – provides a contribution to stipend paid to the work experience applicants.

Capacity building
- Promote knowledge transfer by integrating international expertise into local education systems.
- Equip schools and training centres with modern resources and technology.
- Provide work experience opportunities for educators to align teaching with industry needs.
Create a vocational education nexus
- International companies and local supply chain businesses – provide opportunities for vocational tutors and assessors to spend short periods of time shadowing technicians and managers in their businesses, at no cost to the business; provide agreed data and information, case studies and research, for analysis in the creation of learning materials; lend or lease access to equipment, laboratories and machinery to support vocational training and education; facilitate visits by students in schools, colleges and universities; facilitate short work experience visits by students.
- Schools, Colleges, Universities and private training providers – create programmes that provide vocational training and education, including as part of the school curriculum; require vocational tutors, teachers and trainers to spend an agreed amount of hours on shadowing placements with businesses; facilitate workplace visits by students; monitor safeguarding during visits and shadowing placement.
- Chambers of Commerce and Trade Unions – analyse the impact, benefit and continuous improvement of tutor and students visits and work experience; feedback to the business and educational institutions their findings.
- Government – provides a National Vocational Framework for vocational qualifications; works with the Chamber of Commerce to create Occupational Profiles.

Value addition
- Build industrial parks with affordable access to water and energy to stimulate local enterprise growth.
- Encourage private sector participation in traditionally government-run services such as waste management and energy generation.
- Implement policies that ensure locally extracted resources contribute to local processing industries.
Create an industrial policy that incorporates value addition into operating licences to all business, local and international
- International companies and local supply chain businesses – liaise with Government to provide information on specific requirements such as temperature-controlled storage, secure internet access and storage, warehousing etc;
- Schools, Colleges, Universities and private training providers – have a local shared education presence (office) to provide a direct communication link to businesses providing support to vocational and job programmes.
- Government – liaise with local businesses and educational institutions to create opportunities in the construction of the industrial parks.

- Enable to capacity of local businesses to meet the international standards in the construction of the industrial parks; liaise with the Chambers of Commerce and educational institutions to build this capacity.
- Create enabling policies to ensure locally extracted resources contribute to local processing industries and integrate with other policies on tourism, sustainability and environment protection.

Economic Diversification
- Encourage sectoral diversification beyond resource extraction, with a focus on emerging industries.
- Update education curricula to reflect evolving economic needs and skills.
- Open government procurement processes to innovative local providers.

Community development
- Invest in social infrastructure such as schools, hospitals, and housing to strengthen public services.
- Utilise construction projects to create employment and training opportunities for underprivileged communities.
- Establish a Youth Pioneering organisation to provide work experience in remote schools and infrastructure projects.
